Mesa Business Builder Small Business Programs and Assistance
A structured component of Mesa Business Builder offering one-on-one consulting, training, and professional advising (digital and in-person support). Supports micro- and small businesses through measurable milestones.

Mesa Foreign Trade Zone #221
Qualified businesses located in the Mesa Foreign Trade Zone or sub-zone may reduce or defer tariffs and duties, which could result in a property tax reduction up to approximately 73%.

Mesa Military Reuse Zone
If a project is located in an MRZ, it may qualify for tax credits, a Transaction Privilege Tax (TPT) exemption or property reclassification, which could result in a property tax reduction up to approximately 73%. The Mesa Gateway Airport Area has been designated as an MRZ.

Opportunity Zones
The Opportunity Zones program is a federal program designed to spur community investment by providing tax benefits to investors. The City of Mesa has 11 census tracts that have been designated Opportunity Zones by the U.S. Department of the Treasury.

Elliot Road Technology Corridor / Overlay Opt-In
The City of Mesa has created a Planned Area Development (PAD) Overlay within the Elliot Road Technology Corridor (ERTC) that reduces entitlement risk and greatly expedites the development process. When landowners opt in, they are only required to enter into a development agreement and submit the proper paperwork for administrative approval. Projects that might have taken up to six months to go through the entitlement process, can get approval as fast as a few weeks.

Pecos Advanced Manufacturing Zone / EO Floating Zone
The City of Mesa has created an Employment Opportunity (EO) Floating Zone within the Pecos Advanced Manufacturing Zone that reduces entitlement risk and greatly expedites the development process. The Floating Zone follows the General Industrial (GI) zoning guidelines, while restricting some land uses. When landowners opt in, they are only required to submit the proper paperwork for administrative approval. No public hearings or further City Council action is required. Projects that might have taken up to six months to go through the entitlement process, can get approval as fast as a few weeks.

Government Property Lease Excise Tax (GPLET)
GPLET is a redevelopment tool used to initiate development by reducing a project’s operating costs by replacing the real property tax with an excise tax.

Business Export Assistance Program (BEAP)
The City of Mesa’s Business Export Assistance Program (BEAP) helps eligible small and mid-size Mesa companies seeking to start or grow international sales.
