City of Mesa Office of Economic Development Announces New Staff Appointments
Happy Economic Development Week! As we begin this very special week celebrating a profession that builds community, creates jobs, and increases prosperity, we want to say thank you to our partners working in economic development and those who are linked, supporting our mission. We celebrate you!
And, in the spirit of celebration, we welcome three new dynamic professionals to the Mesa Office of Economic Development team: Amanda Elliott as Deputy Director, Small Business Services and Administration; Benjamin Snow as Deputy Director, Business Development; and Hayley Freestone as Economic Development Specialist. These appointments underscore Mesa’s continued commitment to fostering economic prosperity, community vitality, and business innovation across the city.
Amanda Elliott Joins as Deputy Director, Small Business Services and Administration
Amanda Elliott brings more than 24 years of leadership experience spanning both public and private sectors. In her new role, Amanda oversees specialty spaces, small business and entrepreneurship programs, redevelopment, and cross-departmental collaborations. Her team is focused on empowering Mesa’s small business community and supporting initiatives that stimulate sustainable economic growth.
Amanda previously held key roles with the Town of Gilbert’s Office of Economic Development, where she led transformative redevelopment efforts, including the revitalization of the downtown Heritage District. Her expertise in community revitalization, marketing, and stakeholder engagement has earned her accolades such as the AAED Distinguished by Excellence Award and the Phoenix Business Journal’s “40 Under 40.”
She holds a Master of Public Administration from Park University and a Bachelor of Science in Marketing from Arizona State University, along with certifications in international business and place management. Amanda is also a recognized leader within organizations like the International Downtown Association and the Urban Land Institute.
Benjamin Snow Named Deputy Director, Business Development
Benjamin Snow steps into his role with more than 29 years of diverse experience in commercial real estate development, urban renewal, and economic strategy. He is responsible for spearheading business attraction, retention, and expansion efforts that enhance Mesa’s economic landscape and quality of life.
Before joining the City of Mesa, Ben served as Director of Economic Health and Housing for the City of Greeley, Colorado. He has also held leadership positions in South Dakota and Colorado, including President of the Rapid City Economic Development Partnership and Executive Director of the Parker Economic Development Council.
Ben holds a Bachelor of Science in Business Administration from Arizona State University and is a Certified Economic Developer (CEcD) through the International Economic Development Council. Known for his energy and strategic thinking, Ben brings a passion for connecting people and building economic resilience in communities of all sizes.
Hayley Freestone Appointed Economic Development Specialist
Hayley Freestone joins the Office as an Economic Development Specialist, bringing with her a strong foundation in business development, marketing, and community engagement. Her professional journey spans multiple industries, including engineering and construction, where she led market expansion and client relationship efforts.
A graduate of William Penn University and an accomplished athlete, Hayley has leveraged her competitive spirit and leadership skills to champion nonprofit causes and promote inclusive community development. She currently serves as President of the Young Professionals Board for Treasure House, a nonprofit dedicated to supporting adults with intellectual and developmental disabilities.
With her energetic approach and collaborative mindset, Hayley is poised to strengthen Mesa’s economic ecosystem and foster inclusive growth.
