Requirements and considerations for opening a physical location.
1. Ensure Your Proposed Business is Allowed
Contact the Planning Division to ensure that the proposed business is allowed in the zoning district: Email planning.info@mesaaz.gov or call (480) 644-4726.
2. Confirm the Site Status (Move-In Ready or Work Needed)
- Move in ready: Submit a Document Retrieval request for the site’s Certificate of Occupancy and permit history. Contact smbz@mesaaz.gov with completed Document Retrieval request: Small Business Assistance | City of Mesa (mesaaz.gov)
- Requires construction work to be done: Submit for a Tenant Improvement permit: DIMES Help | City of Mesa (mesaaz.gov)
- After the permit is approved construction work can begin, in conjunction with inspections: Construction Inspections | City of Mesa (mesaaz.gov)
- After the final inspection is passed a Certificate of Occupancy or Certificate of Completion is issued.
3. Signage Permits may be Required

4. Apply for a Fire Safety Operational Permit
